Something ate my goldfish and Koi

I have a little small pond in the Patio. I don't know if a bird or small animal have been eating my goldfish and Koi. Every time I bought some new fishes, few day later will be gone. I put a plastic owl by the pond, but would not work. Is there anything I can try? I found a gray bird feather in the pond one day not sure if its related. Every time its attacked, the fishes are very scare, hiding and would not come out to eat.

If you have some ideas, please let me know, thanks!
