You need a letter written by the owner or manager of where you have received your experience sent to the PA Game Commission. You also need to fill out an application & pay a yearly fee, build an enclosure per standards & have it inspected by a PGC officer. This requirement is for any exotic (excluding reptiles-no requirements). Skunks, raccoons, & groundhogs are all legal with no requirements except that you must purchase the animal from a registered PA owner w/ a USDA license.
