Discouraging bad behavior?

I just got my guy yesterday, he's very playful and social but a little nippy. If he's playing then it mostly just mouthing and doesn't hurt but I figure I shouldn't let him think fingers go in his mouth.

if i try to pick him up when his in his full out dashing through the room/jumping around mode he turns and bites and today he's decided he really wants to chew my jeans, im not sure he realizes my legs under there.

I've been pulling him up by the scruff and telling him no but as soon as i release him be goes right back to what he was doing or goes after my hand.

is it just a matter of repeatedly telling him no or will a nippy personality stay that way?
