rat going bald

i have just gotten some rats that are a year and a half old. i was told they bathe them every week. for bedding they were using some sort of wood chips and the walmart brand of carefresh which i just changed. one of the rats is going bald on his butt. i can tell these rats are old just by looking at them they are jumbo rats sized. the bedding that the told me they had just changed looked like it had been there a while. i havent noticed any of the others loosing hair. could it be from over bathing, the wrong bedding or just old age or something else? i havent really noticed a lot of scratching but they do scratch. and i think one of them may be blind in one eye, he walks with his head tilted. any ideas? there are no vets near me that treat rats so that is out of the question
