Perplexed

I have a serpea tetra that I know has something wrong but not sure what. A few days ago I noticed the fish was swimming nose down and on it's side and figured it was dying. It also looked like there was something white on the top fin. I've isolated the fish and have been treating it with Melafix. The fins look fine now but he's still not swimming right nor does he seem to be eating. No more head stands but when he does swim (much of the time he's pretty still), he's still going over to his side and also doing loops which is far from normal.

I'm baffled.
