It could be, but I'm not sure if the food supply while in the mother is supplied by the mother or a yolk sac. It could be an unfertilized egg stuck to the fry. They are not normally born that way. They're usually born with their tail tucked close to their face for a couple of seconds then the open their tail and swim away. How many do you have?
