my betta is acting crazy

It started after a water change. He used to recognize when I would come to feed him and hed swim around all excited like. Now he freaks out, swims away really fast and darts back and forth, doesn't really eat. Its like hes been traumatized. He is also looking a little scraggly. his fins are stringy and have separated from being one complete fin. Are these all symptoms of the fin rot? I'm really worried about the crazyness part.
