Need some advice and or insight please

I have had an oranda and a ranchu in a 55 gallon with no heater, bubble wand, and a whisper filter *double* They were fine and healthy for six months and then they both got really sluggish and stopped eating. They had or have swim bladder and i am feeding them peas and brine shrimp. The oranda is pretty much back to normal and is feeding regularly. However, my main concern is the ranchu he has these red lacertions under his scales and they seem to have some sort of fungal growth on them. These wounds are not open but have been on him for about a month, he can still not swim and just lays on his side on the bottom of the tank, he is still very alive. I have very clean water and ph hardness etc, i have dosed them with salt, tried a seachem anti fungal medicine. But the ranchu seems to stay in the same condition.
Please any ideas or tips would be greatly appreciated i am at my wits ends with this ranchu, i wish he would get better, i just dont know what to do???
