Mom being a bully

My zebra finches are first time parents of one baby who just turned 4 weeks today. He does not have all his feathers with bare spots on his chest, back of head, and on his back between his wings. Mom is constantly picking at him so I'm wondering if this is the reason for the missing feathers. She'll chase him around the cage pecking at him. (She has already started laying eggs again) He is not eating on his own yet. Dad feeds him quite a bit and mom will sometimes. Thought it would be the dad that would be more aggresive towards him but not the case. Is this normal and will she hurt him? The three of them sleep together in the nest at night and she seems to leave him alone then.
