Also you didn't say how old they are. Cockatiels will "usually" do less chirping and noise making then other birds although at times they can be noisy. Since they are in a new home, watch their droppings and their food intake to make sure that is all still normal as some birds will become quieter when sick. Otherwise if food and droppings is normal I would say they are just settling in and getting used to their new surroundings. Give them time I am sure they will perk up and become more noisy!! Try talking to them a lot when handling and try several different whistles repetatively. You may be suprised and have them start repeating you.
