I have had many young birds both personally and through the rescue and the younger ones getting in full feathers do definitely scratch more. This isn't the only reason they scratch which is why I said to also contact the breeder but it is one reason. Usually you will notice more blood feathers and/or feather sheaths at this time and they will scratch, preen and pick at them which helps the feathers unsheath faster. Watch when handling them not to rake against the blood feathers too hard as it can cause some pain to the chicks. They usually will enjoy a good scritch though as long as you are careful!
