Whats wrong with my parakeet?

lately my parakeet hasn't been trimming his beak. He hs a few coddle bones (at least, I think thats what they are called) to trim his beak on and also a perch made put of some kind of stuff that they trim their beaks on. There is another parakeet in ther with him, and she is doing fine. Why would he not trim his beak like that? I mean, it's so long that it's touching his neck, and it's starting to irritate the skin there. Any suggetions? I didn't know if I should trim it, I'm worried that if I do, the beak might crack or something.
