I definitely wouldn't buy it unless you are able to get a health guarantee and can take it to an avian vet. Every so often a bird is hatched with strange feather growth which is healthy but most often it is a sickness that is causing the problem. Even scaly face mites can cause them to lose feathes around the eyes or beak area besides many other bacterial or parasitic causes.
