Slowly, quietly, and with lots of treats.

There are books available at most pet stores that give specific techniques for training budgies so that you can get started.

They are bright little creatures and quite trainable. (Not that we have done much with ours) They are social and will follow the rules of the flock. Since you're the flock, yours will follow you.
