A female budgie may start with a white, pink or even a blue/purple cere as a fledgling (juvenile) as it gets older the cere may change to a beige, tan or brownish color. The brown color seems to be darker when in breeding season. A male budgie will have an almost purplish cere when younger that will "usually" even out to a blue or darker purple when older but a brown or tan cere almost always means a female.
