IMHO no they do not need gravel. I have had budgies, retired breeders, babies, young, adults etc for close to 25 years, and I do not offer gravel. My aunt had three that she kept gravel in at all times and two became impacted from it. Budgies do well with mineral blocks and cuttle bone but not always with the gravel. You will have others that will tell you they have always given their birds gravel and never had any problems and I am sure that is true for many but since all of mine have remained healthy without gravel and I have seen the bad things that can happen when using gravel with budgies I do not offer it and would not recommend it.
