Help with a possibly injured dove?

I'm an intern at an Environmental Learning Center, we have many rescue animals that we care for. Yesterday in the rooftop gardens I came across what I believe is a white dove. I can take/post pictures later, if it'll help. The bird seems alert, cognizant, and able to walk well with no limp, has no apparent signs of injury from predator or otherwise, but does not fly at all. When I saw it attempt it, it only made it about 3 inches off the ground and landed about a foot away. We decided to leave seed and water out overnight.

This morning it was still in the same place. Looks like he might have eaten some of the food we left. We set up an old owl box as a makeshift shelter... but that's about all we know what to do.

Any advice? Any idea why the fella isnt flying?
