horse bites riders boot toe

why does this horse reach around and attempt to bite at my boot toe (usually the right one) just after mounting?
History: Young gelding, green broke. Bites at my boot toe just after mounting and putting right foot into stirrup. I want him to be still. I have nudged his nose away with my toe which seemed to agitate him. Is there some reason that I am unaware of causing him to do this? I do not understand what he is trying to tell me.

Any suggestions?
