well the skin issue could be a million plus things. I had a problem similiar to that and just recently moved. It cleared up! So, it could be allergies.
As far as the open sores go, my horse has that problem too. I finally figured out what it is. When doing activity (such as jumping or even just doing flat work), your horse could be overstepping with hi back feet and hitting his front ones. I bought sport boots with pastern protection and it stopped. You might want to try that.
