Sounds like the most likely problem is either a skin infection or a really bad sunburn. Either one, you need to have the vet out to make sure that's what it is and to give the proper treatment.
If its sunburn, or if your horse has a lot of white or grey coat, especially with pink skin, you'll want to start keeping the horse up during the sunniest part of the day. Sunburn is bad enough but like humans, it also predisposes your horse to various types of skin cancer. They also make sheets that will help protect him from the sun without getting him too hot.
