The bill contains guidelines and housing requirements in the "selling animals for profit" and is to be added to the California Penal Code. This puts animal sales under the same scutiny as drug dealers, wife beaters and other common criminals. Some of these guidelines in the proposal are actually negative for the animals they are trying to protect. Further, it outlaws the sales of ANY California species.
