I thought this was pretty weird that the two piece snaffle wasn't enough control for them, but the harsh thing was too much. Oddly enough, I found the answer in something even milder. Try a 3 piece. The Happy Mouth (or something like that brand, you know, the bits with plastic around the metal on the mouthpieces) people make these. I have one of those, and then I have a thick one made with rounded smooth copper. All three of them have never responded better! I think the two piece snaffle was just so obnoxious and pinchy in their mouths that they refused to listen to it. One of them nearly broke my nose fighting it and throwing her head!
