Are These Spider Mites on my Lupins??

I was looking at my lupins today, May 11th, and I noticed they were crawling with these little bugs. There were no bugs on the surrounding flowers. They look grey , they had little horns on their butts, (for lack of a better term) and when I smashed one the insides looked a little reddish. I checked pictures of spider mites on Google, but it doesn't quite look right.

Questions:
1. What are these bugs?
2. Are they harmful to my plants?
3. If I need to kill them, how do I do it?
