Well as far as i know, Red kness are and have always been Arboreal lol. Maybe their behavior varies depending on their surroundings but anything i've read about them said they were arboreal.
An easy way to determine whether a tarrantula is Arboreal or terrestrial is by their coloration and legspan.
Arboreal species tend to be very colorfull but will have a shorter legspan.
Terrestrial species usualy have the greatest legspans but will not be as colorful .
I guess the answer to your question would be that even arboreal species can build burrows if they feel the need to or if there is no trees to climb on anywhere near. Whatever makes them feel safe when they're not on the prowl looking for food 
My Pink Toed is also an Arboreal species but he will often spend more than 2 weeks on the bottom of his container. Though most of the time when he's at ground lvl he will be trying to hide under something such as the half log i put there for him or under the fake plant i also gave him. And sometimes he realy acts like an arboreal and rests on the sides of the tank or on another thing witch i have no idea how to call lol but i put that thing vertically especialy so that he can climb on it . It does look like a piece of tree tronc but it's something else .
Anyways , i hope this post clarifies a few things for you I'm no tarrantula expert but i'm still sure Red Knees are Arboreal even though sometimes they act otherwise
