As you have noticed cats all have different personalities. Sars should adjust with time and become more friendly but may never be a social butterfly. Mr Shingles, may just be a talker. Some cats talk more than others and it sounds like he has a lot to say. One thing that may slow his conversation down is if you do not respond when he talks but he might just like to talk.
