Scycho cat?

I KNOW THIS LOKS LONG BUT PLEASE TAKE THE TIME TO READ IT, i LOVE THIS CAT AND WANT TO PROTECT HIM.
We assume my cats previouse owners abused or hit him because he is afraid of most people and will not under any cercimustance let peole approach him. What we do know is that when the owners moved out of there home they left the cat outside with no food or water the cat was declwed(couldn't climb up tries for safty from dogs or other animals) Horrible. Anyway we adopted him from the no-kill rescue orginization, cat conection. but it seems to me that my cat, Henry can't decide whether he wants to stay inside or out. I fhte door is left open he will zoom out. HJe eventually comes back and we luer him inside with treats and toys. I don't want to force my cat to stay inside but it seems once hes back he is happy.???? i dont get it! Since he does not have claws and have never had an out door cat, we would really prefere to keep him inside. We are worried that one of these days, when he gets out again(which we know will happen reguardless of what we do) he will get injured or killed. I don't know what to do! PLEASE HELP!!!
