A friend has asked me if there's any sort of deterrent to keep a neighbor's cats from using her flower beds as a litter box.

Hmmmmmm:Well a person ask me one time where does a bear relieve himself in the woods and i said anywhere he wants to.
You got to remember this is just a animal that has to go someplace.Just imagine yourself being that cat and had to go what would you do.
Maybe putting a litter box close by will solve your problem.Poor Little kitty.
