Give her a treat for seconds/minutes of silence and no treat for meowing. Prolong the silence time slowly. Have you ever tried clicker training? That may do the trick. The cat will know that when he hears the click he has done something right and a treat is coming his way soon. If you are not familiar with clicker training, there are books on the subject (e.g. Karen Pryor), or you could search the internet.
