I've never had a cat that sprayed, but people swear by the ComfortZone plug-ins with Feliway and the Feliway spray.

Try spraying the spray on the areas he sprays (after cleaning them, of course). I've also heard that using special enymatic cleaners you can get at the petstore will help eliminate the scent he leaves behind, which may be encouraging him to continue to spray.

It's odd that a neutered cat would spray, especially after being in an established household for so long.

Maybe consult with your vet, too. There may be something medical behind his behavior.
