This is a hard call. It could be that she wasn't socialized properly or she could just be the don't touch me type of kitty.

At any rate, you should probably just leave her alone and not try to pet her or even approach her. It's hard, but sometimes it's best not to force the affection issue.

If the behavior continues, you may want to ask your vet about consulting an animal behavoirist.
