8 week old kitten is now biting... alot

We recently started fostering kittens through the local humane society. I have not yet asked about this.

We have had FizzGig since he was 4 weeks old (he arrived at the shelter when he was 3 weeks). He originally had a buddy 1 week younger (buddy didn't make it). We then fostered 3 strays. Then another stray. FizzGig was great through all this. Now he has been an only pet for a little over a week and he has become aggressive, biting alot.

We plan to adopt FizzGig but do not like this new biting trend. We have tried to pick him up by the scruff say no then set him down on the floor. He continues. We have not tried bitter apple or anything like that yet. Any suggestions?
