From your post, I really can't tell if Georgia and Tammy are siblings. Even if they are, sometimes that bond is broken and they don't recognize each other.
To find out which kitty is causing the litter box problem, you will have to keep them separated for a few days. One cat in one room with food, water, and litter box and the other in a separate room with the same thing.
That's really too bad that somebody would actually abuse and starve these kitties but there are a lot of crazy people in this world and I don't doubt that it happened.
If I were you, I'd just let them work this out on their own. Feliway plug in would probably help and I have used this with my four cats. It costs about $25 and mimics 'happy pheromones'. Also I've heard, but not tried, rave reviews about Rescue Remedy. Just go to Google.com and type in Feliway or Rescue Remedy and you'll get many good hits.
To make the two cats more acceptable of you..........ignore them and let them make the first move, which is what they will do if you ignore them. I have two very active grandchildren and this is the advice that I give to them. It works!! My 12 year old grandson ignores them and none of my four runs from him but rather seeks him out for attention when they want it.
