She freaks out!!!!

Hello,

I have a mixed breed female house cat, she goes into heat every...three weeks or so. I'm used to her acting weird...putting her bottom in the air...making chirping noises..
This time however...whenever someone holds her, and I mean anyone..she hisses, scratches and just plain freaks out...
I know she's probably confused as she's not even a year old yet, but why would she just suddenly do this?? I'm worried.
