Unfortunately declawing a cat may lead to increased biting issues - which may be the problem. Jaime has the right idea about isolation when company is there, plus using the Rescue Remedy and a Comfort Zone plug in. Be sure that you give him plenty of playtime - a feathered cat tease is supposed to help re-direct agression.

Since he is so hard to put into "time out" think about whether or not you can put yourself into "time out" by going into another room and shutting yourself away for a while.

You might talk to the veterinarian about his biting problems and see if s/he can recommend an animal behaviorist. There is also a behavior hot line from Cornell Univesity (and possible one at Tufts) that will work with your vet for a fee to help with the situation.
