Actually, I'm not sure it's anything to worry about. I think it means that the older cat has accepted your kitten and they love each other! I have a 2 year old female cat, Pebbles, that cuddles with Pippin, my 4 year old male cat all day long! Pebbles kneads Pippin's belly and pretends to nurse from him and he allows it. They love each other so much, and I wouldn't have it any other way.

It's so cute when I walk in on one of their cuddles, and Pippin looks up at me, like, "Who me?" They always look guilty. )

As long as the kitten isn't hurting your older cat with its teeth or something, I don't see anything wrong with it. Let's see what other people have to say. Maybe there is a problem with it, I just can't think of one.
