Help! Can't stop cat from peeing in chair and sink

Our 2 yr old never had any problems until last summer when we bought a new recliner which he proceeded to pee on. We cleaned it up & chalked it off to an accident when he did it again. Then we discovered he also would occasionally pee in our powder room sink. These are the only 2 areas he goes in beside his litter pan. We have cleaned both the chair and the sink very carefully and he won't do it for weeks at a time, than when you think you've solved the problem he will do it again. We tried putting a cover on the chair and he moves it over so he can pee in the same spot. Any help would be greatly apprciated
