Not a behavior problem really...but!

I have a male cat 1,5 years old and castrated. He is an indoor/outdoor cat. He uses his litterbox properly without any problems. But...there is a problem when he is out he uses to urinate exactly outside of the outdoor (there is a bush there and he uses to sit there and hide all the time - it's "his" place. And now that it is raining it has started to smell. What is even worse is that the neighboor came to me today and told me that "your cat is that black one? well in the morning it was smelling cat urine downstairs just outside the door"....well..ok...that's not nice, i know...but what can i do really? is there any possible solution to that?

Please, do not suggest solutions like turning my cat from outdoor to indoor.
