I would have the cat checked by the vet just in case there is a urinary infection - a strong odor from altered males can indicate there is a problem.

If the problem continues, you may have to "treat" the dirt or whereever he is peeing outside. Perhaps if you periodically mix in some potting soil this would dilute the odor somewhat.
