cat aggressive to other cat => ideas?

We have a 4 yr old neutered male who "terrorizes" one of our other cats, a 4 yr old spayed female. They are both indoor only cats. He loves to chase her, and corner her until she screams. All he has to do is look at her, and give his little cry, and she will scream in fear. I don't think he actually hurts her (bites, etc) when he corners her, but just chases her aggressively. It appears that he thinks this is a fun game to play, and loves to get this loud reaction from her.
We started separating them at night, and she gained 4 lbs! He was starving her, and also was stopping her from getting to the litter box! (we found a couple of pee puddles where she hangs out).
We tried Feilaway for 3 months, but no impact. We tried squirting him with a spray bottle during his antics, but no impact. Aside from keeping them separated for the rest of their lives (or finding a new home for him), there must be behavior modification techniques that can work with cats.
Any ideas out there?
