I hate to be the one to tell you this, but some cats do not calm down until they are several years old.

Your boys are just playing and acting like the normal, healthy cats that they are at their age. I would put away anything that is breakable so you don't have to worry about it.

They are just playing. It's a very good thing that they have such a close bond and enjoy each other. They aren't doing anything wrong.
