One of my cats, Katrina, who is part Maine Coon, used to love to tear up and chew on magazines. She was about 1-2 years old at the time but has apparently outgrown that habit. I'd forgotten about that until you mentioned it.

It sounds to me like your cats really need a cat tree. Then they could burn up some of that pent up energy by jumping and playing on the tree to their hearts content. Placed in front of a window, they would have hours a day of entertainment. My 4 cats are ages from 9 to 11 years now but they still enjoy their cat tree.

As a suggestion, Drs Foster and Smith and Armarkat has some good sturdy cat trees. Or you could probably find some nice ones online. Good luck with your kitties. They'll grow up and calm down in no time. My four are fat and lazy since they've slowed down and now I miss their younger, rowdy days.
