Hi There,
I'm a little bit surprised that your vet didn't do a urinalysis while your cat was there. Strong-smelling urine should always be tested for the presence of bacteria. If an infection is present, antibiotics will be prescribed and that will hopefully take care of the problem.
Being in heat can also cause a cat to urinate outside the box. This can be a real problem if it becomes habit, as it then becomes a behavioral issue. I think for now the best thing is to keep your cat confined to a room with all the essentials until you can get her to the vet for a urinalysis.
