cat fights dog/ play or not play?

my cat has a bad habit of chasing my dog around the apt and sometimes bitting her in the butt. I can't decide if this is play that is turning it to a fight or territorial period. he does that hole side ways walk and every thing but in the end they both end up real mad and I have to make them cut it out but the cat keeps chasing the dog is it my fault because I intervene? what should I do?
