She may have strayed from somewhere. The fact that she seems to be so hungry and thin indicates that she probably doesn't have a regular food source right now.

If you can get her to a vet, she can be checked for a microchip and also as previously mentioned for signs of being spayed. You've gotten some good suggestions about how to find her a home. Do be sure to put up fliers around your neighborhood, with her picture and a description just in case someone really is her human.
