Are the litterboxes outside? Then keep them as clean as possible. Even if the Board of Health comes, they will be unlikely to do anything - and if they do, point out the dog poop in your yard. If the litterboxes are inside, they should be clean too, however the Board of Health wouldn't even bother to check such a minor problem. They've got more important stuff to do. Don't worry, but do tell your mother about that threat. I think she'll help put some of your fears to rest.
