I don't think the relationship is doomed at all. Molly is displaying a classic sign of showing that she is the boss. She raises her paw to see if Ziggy will lie down in submission. I don't know if Ziggy is doing that or not.

I think at this point you could allow more supervised interaction. Try playing with them both using a cat wand. Also go ahead and see what happens if you feed them both a treat in close proximity.
