I've kept unrelated pairs of kittens and found that despite offering separate food and litter sources, they like to mark their territory and share these things. Personally, I would let the new kitten use the same stuff as the older cat - you will soon see if the older cat will not tolerate this. I found my pairs of cats/kittens hiss a bit for the first few days and then either tolerate each other from a short distance or in fact become close friends. I dont know how large your home is but I find it easier to have the one place where food and litter are kept.
