Is it an accident or is my cat acting out by peeing on the carpet?

Hey all,

A little over a month ago I ended up "adopting" two cats when my sister moved to California and dumped them on me. They are both males (Leo and Snake are their names), not neutered (yet), stricly indoor apartment cats (for now).

They've NEVER had a problem with peeing on carpets until my sister left, but within the last few weeks Leo pees on the carpet every now and then. I know cats can be vindictive when they are upset and in this case I suspect that Leo is acting out because he doesn't recieve as much attention anymore - and maybe he is mad that my sister left etc. I clean the litterbox every few days BTW.

So I'm posting this to gather some opinions. What do you people think is going on? Accident or acting out? I've read through some of the posts here and I'm going to try the Felliway stuff.
