Anytime a cat stops using the litter box this is a signal to take the cat to the vet. Very often litter box avoidance is caused by urinary infections or bowel problems. The cat associates the box with pain and decides to use something else.

Even if the problem is behavioral there are things that can be done to stop inappropriate elimination. A good vet cn help you with some behavior modifications and even sometimes medications which can help.

If the cat is old, it is more likely a medical problem that should be checked out ASAP. Maybe you could show your mom this response. Or maybe your mom might be willing to at least call the vet and ask his/her opinion.
