Did your vet do blood tests, and check for a urinary tract infection? Did you clean the places he peed and pooped with Natural miracle or some other enzyme cleaner?
Have you adopted any new pets after you moved? Maybe there is a cat outside that is stressing your cat out? You could try getting a feliway comfort zone plug in (they cost about 30 dollars at petco).
If that doesn't work you could ask your vet for an anti anxiety medication.
